If the RSA badge has a number in the back then its owner will be identifiable. Early ones had the number on the front and on the back they were marked silver as thats what they were made of.

Yes it is an old padlock. They were good padlocks and dad taught me how to pick them with an old ice block stick.
It should have a slot in the bottom and you hammered the ice cream stick into it - the ice cream stick would come out with a pattern on it and you then got a strip of rigid metal and using the ice cream stick as a pattern made a key based on that pattern and that key would open the padlock…or should do.
