Interesting but I think New Zealanders alone should be exploiting our mineral wealth and if need be the State should loan Kiwis the money to exploit these minerals though there does have to be security for the state to ensure they get their money returned otherwise every one with hare brained schemes and little real knowledge would want to use state money to fulfill dreams of grandeur.
