I like the idea of it being a permitted activity and anyone caught there without a permit gets the sickle of the short head chop.

They have a clue alright. They just don’t care. Same old story of a small minority fucking it up for all the rest of us. It doesn’t take much to cut a neat square of the grass sod, put it aside, dig your target & then backfill the hole & lastly place the grass sod back on the surface. Bit of a patting down & you would almost not notice any disturbance. Give it a few days & you would be none the wiser. Some people are just too lazy to do the right thing. These kind of people need to be caught & held responsible. Some people must see them doing it surely.
