If I have a look at a permit on NZPAM and the permit has an expiry date of say 4 October 2021 (and the land status says Land decision pending") does that mean the permit has expired. Or in other words if I find myself on that land would the permit holder be upset if I was founder there with a detector or sluice?

The permit holder would probably be upset if they’re just in the process of renewing it. They’ll still have the most legal right as legally you can’t prospect for gold without a permit in place. Though they’d quite probably turn a blind eye if they encountered you on unclaimed public land.
