Looks like the Crown Minerals Amendment Bill is having its third reading in the house today (29th of July 2025).
Shane Jones has made some ammendments to the bill (Proposed amendments to Crown Minerals Amendment Bill (AP No 343), one of these relates to the Commencement of provisions relating to Tier 3 permits
**Clause 2(2) provides that a number of provisions of the Bill will commence on a date set by Order in Council, or on 1 January 2026 if no Order in Council has been made before that date. The reason is to ensure that necessary regulations and changes to minerals programmes are made, and that the necessary administrative and information systems are in place to give effect to the new legislation.
So they are pushing the final requirements out to next year its a long time for the nutters to push back

Apparently from the 25th Sept we can apply for the new tier 3 permits and convert tier 2 permits across to tier 3:
Further to my recent email regarding the enactment of the Crown Minerals Amendment Act 2025, I am pleased to confirm that supporting secondary legislation has now been made. The new Programmes were gazetted on 28 August 2025 and will come into effect on 25 September 2025.
This means from 25 September 2025:
you may apply for the new Tier 3 minerals permit,
current Tier 2 permit holders can propose to change their permit to a Tier 3 permit,
you may apply for a petroleum permit through the new open market method,
there will be a new Minerals Programme, a new Petroleum Programme and updated regulations.
We recommend reviewing the updated regulations and new Programmes, alongside the amended Crown Minerals Act 1991 to understand the new requirements if you are:
a current Tier 2 permit holder interested in understanding how you may transition to a Tier 3 permit,
considering applying for a new Tier 3 minerals permit,
planning to apply for a petroleum permit, or,
a petroleum permit or licence holder wanting to understand your decommissioning obligations.

What would be the advantages of going from a tier 2 to a tier 3? I’m pretty bad at understanding all the mumbo jumbo. I wish they would do layman terms documents as well ![]()
I think there will be a few of us like that. Can any one explain the difference or advantage to changing to tier 3

Anyone got an idea on the price for applying for a tier 3 permit? Anyone keen on getting a permit on the West Coast. I have had a claim in the past and be keen to go in on another one . Feel free to get hold of me
I haven’t read through it yet, but hopefully they’ve made the paperwork easier for tier 3 without requiring professional assistance. I remember having pushback from a tier 2 application I provided as they wanted to know more about the geology of the area I was applying for a permit in.
Why would they care about the geology as I am guessing you were after a dredging permit claim?

Yep, that was for a “hobby” dredging permit. Hopefully there’s less info needed for an application for tier 3 now?!
The price of the new tier 3 is Fees & royalties

Application fee: $2,783 including GST. You need to pay the full amount when you submit your application.

An annual fee: $1,150 including GST will be payable each year.

Royalties: must be paid only where enough gold is mined to meet the royalty threshold set out in regulations.
