Yeah my set is India made too
They are made in India ones but they look as though the scales themselves are complete and maybe the odd weight is missing.
I am sure that if you got them dirt cheap you could come and visit me and we will make the weights without any difficulty. I have made them in the past and as accurate as any you will get in any old cased set of scales.
